Time and cost are fix!
If business offers you the chance to set a fixed time and budget, why not accept this generous offer?
You’re both sitting in the same boat. And business will notice. If you’re in IT Service Management, you’re the one who’s doing the rowing. It is pretty much useless arguing on a couple thousand extra Euros where business will have to trust your judgement anyways. Why wasting the time arguing on it instead of setting it as target?
I prefer arguing on the consequences: functionality and quality. We’ll be right down to the point where it really hurts business in next to no time. A couple of extra dollars might not hurt business a lot. But missing functionality or quality will do. This way you will finally be able to deliver to business the one missing piece you may be complaining about yourself: the lacking information to get your job done.
Find out what you can really do within a given time and budget. And please do be creative and set your expectations adequately. Given the fact that you did your homework well and you keep what you promise, the extra Euros will come along the way if need be. Together with a clear picture of where to go on both sides: Business and IT infrastructure side.
